We have recently submitted a letter to the FAA outlining proposed solutions to address the personnel shortage they are currently experiencing.

Subject: Proposed Solutions to Workforce and Operational Challenges in the FAA
The FAA and the aviation industry are at a critical juncture. Long-standing challenges, particularly workforce shortages and operational inefficiencies, are threatening the sector’s capacity to sustain growth and ensure safety. However, these issues can be resolved without significant regulatory changes by utilizing existing tools and resources.

 

The Following Practical Steps Will Help Enhance Efficiency & Safety:


On-Site Training and Collaboration:
Develop formal on-site training programs that take place at both FAA offices and industry facilities. This collaborative approach will foster transparency, build trust, and deepen mutual understanding of certification and compliance requirements and processes. By engaging in hands-on learning at each other’s locations, both parties can streamline communication and drive faster, more effective decision-making.


Maximize Use of Existing Resources:
Fully leverage the FAA’s Risk-Based Resource Management (RBRM) system by promoting agreements between the FAA and applicants, applicants and designees to assume more responsibilities in lower-risk areas, ensuring the FAA can focus on safety-critical issues.


Maximize Use of Existing Resources:
Fully leverage the FAA’s Risk-Based Resource Management (RBRM) system by promoting agreements between the FAA and applicants, applicants and designees to assume more responsibilities in lower-risk areas, ensuring the FAA can focus on safety-critical issues.


Empowering Designees and Expanding the Workforce:
Engage and empower the FAA’s network of Designees—highly experienced professionals who help maintain safety and regulatory standards. Strengthening the Designee system through targeted outreach and training to enhance collaboration, reduce inefficiencies, and ensure a steady pipeline of technical talent.


By taking these steps, the FAA can efficiently and effectively address current workforce shortages, improve operational efficiency, encourage compliance, develop trust, establish transparency, and ensure that the U.S. retains its position in global aviation. These solutions can be implemented with existing resources and systems, without rulemaking or regulatory changes.

AeroTech advocated for a more suitable supplemental Instructions for Continued Airworthiness (ICA’s) on a recent PMA project.  The FAA had originally requested an extensive amount of detail including damage photos which were unnecessary.  Through AeroTech’s industry and regulatory knowledge, we were able to educate the FAA on how their request did not add to the safety of the product or future maintenance actions.  A win for our customer and proof that AeroTech is your partner, not just another supplier.

Attached is a new FAA policy memo with a deviation to FAA Order 8110.37.  This deviation removes the responsibility for RS-DER’s to coordinate with the Repair Station Flight Standards District Office (FSDO) before approving data.  The FAA has determined this coordination is not the responsibility of RS-DERs but the responsibility of repair stations to ensure they are not accomplishing repairs for which they are not rated.
 

AeroTech is in full support of this deviation.  This will result in faster RS approvals for repair stations who are performing routine repairs.  AeroTech always works closely with our customers to ensure they are working within their certificate or assist with expanding repair station certificates where necessary.

A customer approached us to develop an alternative to OEM replacement articles. AeroTech took 1 new part and 8 used parts to develop an FAA approved design. We then authored the Repair Specification and delivered an FAA approved documentation package to our customer. We were able to find a local machine shop to manufacture the replacement articles and started using them immediately!
